They all do. You have to have a credit card for a hotel room in Downtown Cleveland, and anyone 18 and over can have a credit card. If you don't have a credit card and need to pay cash, you'll have to take the bus or rapid out to the suburbs. Motel 6 in Middleburg Hts takes cash.

Unfortunately, skyblue is incorrect.
Each hotel has their own individual policy -- some hotels require that at least one person in the party be 18, 19, 21 and sometimes 25 in order to check-in.
Even some cities have a specific law in place that set the minimum booking age.
In downtown Cleveland, check the Hampton Inn. They are one of the few in the downtown area to allow 18 year olds to book:
I don't know where dr nigel above me is getting his info. When my boyfriend was at Cleveland State, we stayed at all kinds of downtown hotels, and we were both 18 years old, 19 at most. I agree with skyblue's answer.
